- Carter promoted --- Paulean Carter has been promoted to assistant vice president at Capitol Federal Savings. She is the community development manager for the bank's central region, which includes Topeka, Lawrence and Manhattan. She also is a loan officer at the home office, 700 S. Kansas Ave.

Carter joined Capitol Federal as a teller in 1977. She was promoted to head teller and later to customer service representative. In 1994, she was named community development representative and loan originator.

As community development manager, she works with community groups, city and state officials and non-profit organizations to determine and assess their respective area's housing and credit needs. She is responsible for the promotion of Capitol Federal's affordable housing loan and housing grant programs in the Topeka area.

- McAtee joins Capital-Journal --- Angie McAtee has joined the staff of The Topeka Capital-Journal as direct marketing coordinator. Her responsibilities include coordinating advertising direct marketing activities for the companies print and online products.

Before coming to The Capital-Journal, she was employed by Telecommunications Research Associates as director of marketing projects. She has a bachelor's degree in marketing from Kansas State University.

- Health director named --- Lougene Marsh has been hired Lyon County health department administrator and executive director for the Flint Hills Community Health Center and will begin Feb. 1.

Marsh has a master's degree in public administration and since 1972 has worked at the Emporia office of the Kansas Department of Social and Rehabilitation Services, where she is the chief of economic and employee support.

- Hair stylist hired --- Iyana Thomas has joined the staff of Apecuria Salon, 310 S.E. 29th. Thomas specializes in men's and women's haircuts, permanents, relaxers, braids, curls and updos. Thomas' hours are 8 a.m. to 5:30 p.m. Tuesday through Saturday. Call 235-0404 for an appointment.

- Mumford joins Hair Concept --- Kelly C. Mumford has joined Hair Concept, 4003 S.W. 29th, as a stylist/color specialist. Mumford specializes in highlighting, color, haircuts, permanents and formal styles. She is the former owner of Community College of Cosmetology. Call 272-8833 for an appointment.

- Atria Hearthstone hires chef --- Anthony M. Spomer has joined Atria Hearthstone as food service director/chef. His responsibilities include daily operation of food service from the dining room to menus.

Spomer is the former chef/owner of Anthony's Fine Dining Restaurant in Goodland. He has a bachelor's degree in hotel- restaurant management from the University of Colorado and an associate degree in culinary arts from New England Culinary in Montpelier, Vt. He was named in the Top Ten new chefs in Chicago in 1995, and pastry chef of the year in Chicago 1996. Spomer resides in Topeka.

- National advertising coordinator hired --- Sue Whye has been hired as national advertising coordinator for The Topeka Capital- Journal.

Whye's responsibilities include coordinating the sale of national advertising for the newspaper and other products produced by The Capital-Journal.

Previously, she was a small business owner and a project director for Reeder and Co., and a corporate communications coordinator for Federal Home Loan Bank. She has attended Washburn University and Friends University.

- Burkhardt new director of marketing --- Nancy Burkhardt has joined the staff of Stormont-Vail HealthCare as director of marketing.

Burkhardt's responsibilities will encompass Health Connections, the Print Shop, Pozez Educational Center, HealthWise 55 and the communications department. She brings to her new position experience as public relations coordinator and director of marketing at The Topeka Capital-Journal since 1991.

She obtained her bachelor's degree in communication studies at Washburn University and has served on various boards in the Topeka community, including the United Way of Greater Topeka and the Sunflower State Games. She has also chaired the communications committee for the United Way of Greater Topeka, is a former vice president of the membership recruitment for the Topeka chapter of the Association for Women in Communications and is a member of the Junior League of Topeka.

Burkhardt and her husband, Vince, live in Silver Lake with their daughter.

- Bowen named director of operations --- Jerry Bowen has been named director of field operations for Kansas Building Systems. Bowen's responsibilities will include productivity measurement and enhancement, field systems education and field management support. He has 25 years experience in the Construction Industry, and has been a job site manager with Kansas Building Systems since 1991.

- Bank opens new branch --- Denison State Bank has opened an expanded Holton branch along US-75 highway at 207 Arizona. The full- service branch offers loan, deposit and ATM services. The lobby is open 9 a.m. to 6 p.m. weekdays and 8:30 a.m. to noon on Saturdays. The ATM is open 24 hours.
