Mrs. Robb was a cook in Manhattan for Scheu's Cafe, Kelmer's Cafeteria and Bob's Steakhouse. She also worked in the Derby Food Center at Kansas State University for several years. She and her husband later owned and operated a service station in Westmoreland for several years and the Rockin-R Bar in Westmoreland from 1975 to 1983. She served on the Westmoreland City Council for 13 years.
She was born Dec. 29, 1922, in Marysville, the daughter of Arthur K. and Opal Johnson Oswalt. She was raised in Kansas City, Mo. She and her husband lived in Glenolden, Pa., from 1951 to 1957. She moved to Manhattan from Westmoreland in 1994.
She married Kent D. Robb on Dec. 28, 1948, in Liberty, Mo. He died on Jan. 18, 1994.
Survivors include five sons, Eric Robb, Junction City, Mark Robb, Manhattan, Lee Robb, Magee, Miss., and Kirk Robb and Keith Robb, both of Westmoreland; a brother, Emmett K. Oswalt, Atchison; 11 grandchildren; and 10 great-grandchildren.
Graveside services will be at 11 a.m. Thursday at Westmoreland City Cemetery. Mrs. Robb will lie in state at R.J. Evans Mortuary in Wamego after 1 p.m. today. Visitation will be from 7 to 8 p.m.
Memorial contributions may be made to the Westmoreland Recreation Commission and sent in care of Farmers State Bank in Westmoreland.
Kufahl Funeral Home in Wheaton is in charge of arrangements.
Matthew Skaggs
COUNCIL GROVE --- Matthew Justin "Matt" Skaggs, 24, Milford, died Sunday, July 14, 2002, at a Junction City hospital from injuries he suffered in a one-vehicle accident south of Junction City.
He was born May 20, 1978, in Henryetta, Okla., the son of Lemuel and Hazel Alston Skaggs. He graduated from Council Grove High School, where he participated in wrestling and was crowned the 1997 king of winter homecoming. He had lived in Council Grove and Emporia before moving to Milford.
He married Carmen Acosta in Council Grove. She survives.
Other survivors include two sons, Robert Skaggs and Quint Skaggs, both of Milford; his mother, Hazel Quinn, Council Grove; a sister, Misty Skaggs, Okemah, Okla.; and two brothers, Michael McVeigh, Fort Stewart, Ga., and Mark McVeigh, Council Grove.
Services will be at 1 p.m. Thursday at the First Baptist Church in Council Grove. Burial will be in Calvary Cemetery in Council Grove.
Mr. Skaggs will lie in state from 10 a.m. to 9 p.m. today at the Memorial Chapel of the Flint Hills, where visitation will be from 7 to 8:30 p.m.
Memorial contributions may be made to the Robert and Quint Skaggs Education Fund and sent in care of the funeral chapel.
Margaret Spangler
MANHATTAN --- Margaret A. Spangler, 63, Manhattan, died Sunday, July 14, 2002, at a Manhattan hospital.
Mrs. Spangler had been a trainer, been a membership director and worked in adult development for the Kaw Valley Council of the Girl Scouts of America. She received the Thanks Bade II from the Girl Scouts in recognition of her training, recruiting and help on committees to revise and rewrite training.
She was born Dec. 27, 1938, in Pasadena, Calif., the daughter of Marian Robertson and her stepfather, F.B. Kirkendall. She was raised at Coffeyville and graduated from Coffeyville High School. She earned a bachelor's degree in biology at Kansas State University. She had lived in several cities along the East Coast, and later at Green Castle, Ind., before moving to Manhattan in 1965. She lived in Green Bay, Wis., from 1985 until returning to Manhattan in 1998.
