A Cooper's Hawk perches Thursday in a tree just outside front offices of the mayor and city manager at City Hall. Witnesses say the hawk has been using the tree for a dinner table after catching birds. Cooper's Hawks eat mostly other birds, as well as small mammals and reptiles.
