Monroe County DA's office announces '04 appointments

District Attorney Elect Michael C. Green has made the following appointments in the Monroe County District Attorney's Office:

Second District Attorney -

Larry K. Bernstein

Bernstein became a member of the Monroe County District Attorney's Office in 1980 and has been a career prosecutor for the past 23 years. He has been chief of the Major Felony Bureau for the past 12 years. He has prosecuted numerous major felony cases throughout the years including more than 30 homicide and attempted homicide cases. Bernstein was also cross designated as an assistant New York State Attorney General by Attorney General Dennis Vacco to prosecute John Horace for the rape of a comatose patient.

Chief of the Appeals Bureau -

Wendy Evans Lehmann

Evans Lehmann has been with the Appeals Bureau of the office for 21 years, and has served as chief of that bureau since 1989. She holds a bachelor of arts degree from Syracuse University, a master of arts in history from the State University of New York and a juris doctor from Duke University school of law. Since 1995, she has served as the appellate liaison for capital prosecutions and is currently involved in the appeal of the capital conviction of Angel Mateo.

Chief of Major Felony Bureau -

Joanne M. Winslow

Winslow is a 17-year veteran of the Monroe County District Attorney's Office who served as the deputy chief of the Local Court Bureau for six years, was the chief of the Elder Abuse Bureau for three years, and for the last three years has worked as the deputy chief of the Major Felony Bureau and has been the capital punishment specialist for the office.

Chief, County Courts/Economic Crime

- Jennifer Whitman

Whitman joined the office in January 1989. She has served in the Local Court Bureau, DWI Bureau, County Court and Major Felony Bureau. Since September 1997, she has been the bureau chief of the Economic Crime Bureau. In the past year, Whitman has been actively prosecuting dead beat parents for non-support of their children.

Chief, Special Investigations Bureau

- Thomas J. Brilbeck

Brilbeck, chief of the Special Investigations Bureau, has been a member of the District Attorney's Office since 1985. He has headed the Special Investigations Bureau since 1993. In that capacity, he supervises the prosecution of all felony drug arrests, as well as assists police and prosecutors in developing strategies for narcotics and vice investigations.

Chief, Domestic Violence Bureau -

Douglas A. Randall

Randall has been a member of the Monroe County District Attorney's Office since 1984. He has been chief of the Domestic Violence and Child Abuse Bureau since 1992. He has successfully prosecuted over 75 felony trials. He is a member of the Rochester/Monroe County Youth Board, the Monroe County Child Fatality Review Team, Monroe County Multi-Disciplinary Child Abuse Investigations Team Executive Board Member, NYS District Attorney's Association Legislative Committee: Sex Offender Subcommittee and Monroe County Domestic Violence Consortium member.

Chief, DWI Bureau -

Richard C. Roxin

Roxin, a prosecutor in the office since 1990, is starting his fourth year as chief of the DWI Bureau. In that time, he has successfully prosecuted several of the area's most notorious DWI cases. In addition, under Roxin's guidance, for several years running, the office has achieved the highest DWI conviction rate of any New York State county with more than 1,000 DWI arrests.

Chief, Local Courts Bureau -

Vincent J. Rizzo

Rizzo, a prosecutor in the Monroe County District Attorney's Office since January 1990, has served as a special assistant district attorney in the Major Felony Bureau, chief of the DWI Bureau, and chief of the Local Courts Bureau since 1999. Rizzo is a 1979 graduate of the University of Dayton School of Law and has prior experience as both an assistant Monroe County public defender and as the executive attorney and director of the Legal Aid Society.

Deputy Chief, Major Felony Bureau -

Stephen J. Sercu

Sercu is a graduate of McQuaid, SUNY Albany and Western New England College School of Law. Sercu joined the DA's office in February 1993. Sercu served in the Local Courts Bureau, County Courts Bureau and from 1998, the Major Felony Bureau. He has successfully prosecuted hundreds of violent felons.
