The Aircraft Owners and Pilots Association, of Frederick, the world's largest civil aviation organization, has signed up member number 400,000, a milestone hailed by President Phil Boyer. " [T]he regulators and the legislators can't ignore 400,000 committed, passionate aviators and voters,'' Boyer said.
