Execution exemption for Maryland

Several state senators have introduced a bill that would lift the Court of Appeals-imposed moratorium on executions. The top court held last month that Maryland's death penalty protocols are invalid because they were not subjected to extensive public review as required by the Administrative Procedure Act.
Senate Bill 239, co- sponsored by a bipartisan group of six lawmakers, including Senate President Thomas V. Mike Miller Jr., D-Calvert and Prince George's counties, would exempt death penalty procedures from the APA. There are also bills in the Senate and the House of Delegates to permanently abolish the death penalty.
