CONSTRUCTION

The Oregon-Columbia chapter of Associated General Contractors has named Robin Edgar labor relations manager.

Edgar will coordinate negotiation of labor contracts and serve as a liaison among five construction craft unions and the union contractors of AGC. She has assumed increasing responsibilities for contract interpretation during her nine-year tenure with AGC. Prior to AGC, Edgar worked in labor relations at TriMet. In addition to filling her new role, Edgar will continue to serve as the in-house human resource manager for AGC and provide human resource advice and support to chapter members.

Neil Kelly's Handyman Home Repair Team has hired Thomas J. Lifschutz as a sales consultant and project manager.

A religion graduate of Vassar College in Poughkeepsie, N.Y., Lifschutz has 35 years' experience in building, carpentry and home maintenance in California, New York and Oregon, including 10 years locally as a chimney sweep.

As a Handyman Home Repair Team sales consultant and project manager, Lifschutz works with clients to assess and then plan home repair and remodel projects, coordinating Neil Kelly design associates, carpenters and trade partners.

CONSULTING AND PLANNING

Winterbrook Planning has hired Jeannine Rustad as an associate planner.

Rustad has 12 years of land-use planning, zoning and advocacy experience at the state and local levels. She has a Juris Doctor from Catholic University of America and is working on a Master of Urban & Regional Planning degree at Portland State University.

LAW

David Evans and Associates Inc. has promoted Tami Boardman to vice president and hired Lisa Moy-Dahlgren as the director of learning and professional development.

Boardman is the director of communications for DEA.

Moy-Dahlgren will be responsible for the design, planning and implementation of DEA's training and learning programs.

Myhre Group Architects has promoted Colleen M. Veak to principal.

Veak is the first person at Myhre Group to be promoted to principal since the firm's inception and is the youngest and first female principal. Her design and interpersonal skills have gained the respect of employees, co-workers, clients and others in the industry. Veak, as director of interiors for Myhre Group since 2003, has grown her department into one of the largest in Oregon. She was recognized by Commerce magazine as one of 2006's "Rainmakers."

Planning Solutions Inc. of Vancouver has promoted Christopher Baumann to principal for the multi-discipline design firm.

Baumann will be the principal in charge of landscape architecture and the company's new vice president. Baumann joined the firm in 1995. As the company's director of landscape architecture, he has been the project manager in planning and landscape architecture on public and private sector projects including University and Westfield mixed-use villages, Kiwanis Park, Columbia Tech Center, 192nd Scenic Overlook, Schnitzer Steel River Frontage, La Center Bottoms, Lewis River Waterfront Park, Union Prairie Business Park and Sifton Industrial Park. Baumann holds a bachelor's in landscape architecture from the University of California at Davis. He is licensed in Washington, California and Oregon.

PPI Exhibit Design & Fabrication has hired Kevin Lawrence as the business development executive for its architectural environments division.

Lawrence will be responsible for identifying and developing opportunities, strengthening and extending current client relationships and creating proposals and presentations. He most recently served as key account manager with Kunzweiler USA where he was in charge of the Adidas-Salomon AG in-house program. In addition to Adidas-Salomon AG, Lawrence's industry experience includes working on projects representing such brands as Kenneth Cole, Candies, TaylorMade Golf and Burton Snowboards.

FINANCE

FCS Group has hired Gordon Wilson as a project manager for the firm's management consulting program.

Wilson brings expertise in budget management, performance measurement and financial planning for local governments. He has more than 20 years of experience working in finance and management for the public sector, most recently as the accounting/treasury manager at the city of Bellevue, Wash. Prior to that, he spent 11 years as the financial manager for Portland Parks and Recreation, where he oversaw budget and accounting, financial analysis, performance measurement and information technology and was responsible for risk management and strategic planning. From 1990 to 2004, he served as adjunct professor at Portland State University and Lewis & Clark College, where he taught graduate courses in government financial management and public budgeting. Wilson holds an MBA from Harvard Business School, a Master of Public Policy degree from Harvard's Kennedy School of Government and a bachelor's in political science from Brigham Young University.

M Holdings Securities Inc. has promoted Carrie Fleisher to chief compliance officer for brokers and dealers. Ben Bramer has assumed chief compliance officer responsibilities for the investment advisory business of M Securities and M Financial Wealth Management, M Financial Group's wealth management division.
