Skillings Connolly hires Horton and Smith as project managers in its

Skillings Connolly has hired Marc Horton and Gerald Smith as senior project managers in its Lacey, Wash., office.

Smith has 40 years of transportation engineering and administration experience, including 32 years with the Washington State Department of Transportation, where he concluded his tenure as deputy secretary for operations and chief engineer. He previously managed a 45-mile highway project in Montana for Skillings Connolly from 2001 to 2005.

Horton has 25 years of experience with public health, environmental regulations and administration of multi-faceted programs. He spent 18 years with the Department of Ecology, including a stint as deputy director. As a consultant, he has worked with state and local governments, water and sewer districts, ports and the private sector. He will manage Skillings Connolly's Water Resources Division.
