Work together to avert floods

Four decades ago I asked then-Interior Secretary Stewart L. Udall why there wasn't a national reclamation project to send floodwaters to drought areas or to collect and store them for future use. His reply was that it would be too expensive.
I wonder how many times more expensive it has been -- financially and emotionally -- for floods such as the ones currently ravaging the Midwest. With a pattern long established of flood and drought cycles, one hopes the federal and pertinent state governments will catch on and work together to prevent such unnecessary disasters.
