Bolivia: 46 killed in crash

LA PAZ -- Police say at least 46 people were killed when a truck carrying farmers plunged 650 feet into a ravine in Bolivia's southern Andes.

Col. Julio Sepcel says about 60 people were aboard the truck when it went off a cliff Tuesday about 30 miles from the city of Potosi.

Italy: Horse-tour ban sought

ROME -- Tourists love to view the Colosseum and other famous landmarks in Rome from the back of a horse-drawn carriage, but animal rights activists said Tuesday it's time to ban the practice.

Traffic, pollution, heat and heavy carriages expose the horses to health risks, the activists said, adding that the animals rest in dark and humid stables.

"They are in disastrous condition, forced to work in an urban environment and exposed to a million dangers," said Claudio Locuratolo, of ENPA, an association of activists who patrol the streets to monitor the horses' condition.

Mexico: Police chief fired

MEXICO CITY -- Mexico City's police chief and its top prosecutor were forced out of office on Tuesday following a botched nightclub raid that resulted in the deaths of 12 people, including a 13-year- old girl.

Mayor Marcelo Ebrard said the resignation of Police Chief Joel Ortega was the first step in a plan to reconstruct the police force.

The mayor made the announcement shortly after Mexico City's Human Rights Commission presented a report alleging rampant misconduct by officials in the June 20 raid on the News Divine nightclub that it said "created a death trap."

Czech Republic: Radar treaty

PRAGUE -- The United States and leaders of the Czech Republic agreed Tuesday to place a radar system in this former Soviet satellite that would warn of long-range missiles coming to Europe from the Middle East.

But Secretary of State Condoleezza Rice turned old Cold War rhetoric away from Moscow and toward Tehran as she signed the first solid treaty in what have been difficult negotiations.

Iran looms as an ever-larger threat and the next U.S. president is unlikely to walk away from the missile defense system the Bush administration is trying to establish in Eastern Europe, Rice said.

Sweden: Foot washes ashore

STOCKHOLM -- Swedish police say they have found a human foot inside a shoe, which washed up on a beach near one of the country's most popular tourist resorts.

Police say the discovery was made Tuesday in Tylosand near Halmstad on the southwest coast. Police spokesman Christer Harplinger says it included a shoe "containing a sock, with a foot inside it."

Forensic experts in southern Sweden are checking the foot against a national registry of missing people.

Niue: No smoking at all

WELLINGTON, New Zealand -- Health officials want to make the tiny South Pacific island of Niue the first country in the world to be fully smoke-free by banning tobacco.

A bill proposing to ban smoking and the sale of tobacco in all public areas and private homes has been drafted and presented to lawmakers, Dr. Sitaleki Finau, Niue's top public health official, said Tuesday.

The government has not yet signed up to the plan.
