Fixing the conflicts between the two measures requires a two- thirds vote in each chamber and is a top legislative priority, with Gov. Bill Owens threatening to call a special session if lawmakers don't pass something by Wednesday.
In general, Republicans want to preserve as much of TABOR as possible while Democrats are more likely to protect Amendment 23.
