COUNTY WORKERS CAN TAP INTO LEAVE BANK

El Paso County employees will be able to withdraw time from a leave bank established Thursday to ease the strain of mandatory furloughs that begin Monday.

County commissioners voted 3-1 Thursday to create the temporary bank, into which employees with ample vacation time or sick leave can donate it to be rationed to workers without remaining leave time who would otherwise go unpaid for all or some of the six days that offices will be closed around Thanksgiving and Christmas.

"This is so nobody around the holidays ends up without a paycheck so they can take care of their families," said Imad Karaki, director of the county's Employment, Benefits and Medical Services Department.

Commissioners also approved a policy allowing County Administrator Jeff Greene to recall Department of Transportation and Fleet Management employees for snow removal on days that county offices will be closed, which will include the year's remaining Fridays for most departments.

The county DOT will cover the cost of any employee overtime or repairs to snowplows incurred by both departments.

Commissioner Wayne Williams was not at Thursday's meeting.

Commissioner Douglas Bruce voted against the measure after a lengthy discussion over the definition of "cost allocation," and whether last month the DOT should have had $1.4 million taken from its road and bridge fund for services other departments perform on the DOT's behalf.

Bruce said he also opposed a part of the leave-bank policy approved Thursday that allows employees to convert two hours of sick time into one hour of vacation time through next year.
