New Orleans developer, public housing advocate engage in e-battle

A New Orleans developer and a Loyola University faculty member spent much of last week debating public housing in a flurry of e- mail exchanges.

The contention apparently began when Loyola law professor Bill Quigley, a longtime advocate for the poor and disadvantaged, wrote an article posted Dec. 29 to www.counterpunch.org. The article, which questions why the federal government is tearing down New Orleans public housing post-Hurricane Katrina, makes mention of River Garden, the redevelopment of the former St. Thomas housing site.

New Orleans-based HRI Properties is redeveloping the site into a mixed-income, mixed-use neighborhood that features apartments at market rate and affordable rents.

In the article, Quigley argues against the U.S. Department of Housing and Urban Development's plans to demolish public housing in New Orleans post-Katrina and rebuild it with less density and mixed incomes.

Quigley's comments fired up Pres Kabacoff, CEO of HRI Properties, who said he is fed up with the media and others who allege HRI has not allowed former St. Thomas residents to return.
